It traces Tuttle’s introduction to Reiki healing, which he and his wife, Jane, pursued until becoming certified Reiki master teachers. From there, the memoir expands into experiences with psychic encounters, Transcendental Meditation, astrology, and the Emotional Freedom Technique. Throughout, Tuttle presents these experiences not as definitive proof of any single belief system but as part of an ongoing personal inquiry into meaning, awareness, and human connection.

A recurring thread throughout the book is Tuttle’s practice of reading license plates as messages from deceased loved ones. Over many years and across multiple states and countries, he documented combinations of initials, birth years, and significant dates on passing vehicles that corresponded to people in his life. The book’s title draws from this practice–that the spiritual world communicates through everyday, readily available channels, provided a person remains open to noticing them.

The BIBF’s emphasis on cross-cultural understanding and shared human experience resonated with the themes explored in Soul Licensed. As the fair’s programming examined how literature and ideas move across borders, Tuttle’s work offered a personal reflection on how people seek meaning through ordinary experiences and moments of perceived connection. The memoir also reflects Tuttle’s own experiences, drawing from service as a U.S. Army combat medic in Vietnam, careers in journalism, Ohio state government, and finance, extensive travel across 25 countries, and a later move from Ohio to Boise, Idaho.
